Illegal Charter operators are private individuals or corporate entities operating aircraft without FAA and DOT approvals. They are also not held to the same standards if any for maintenance, training or insurance.
Aircraft Brokers are individuals or companies offering the services of a certificated charter operator at and additional expense for acting as the customers agent.
